The College of Economics and Management stands as one of the earliest secondary colleges established by Harbin Engineering University (HEU). Its roots trace back to 1985 when it emerged from the Department of Management Engineering, ultimately becoming an independent institution in 1996. Over more than three decades of growth and development, the college has established a robust and comprehensive discipline system.

The college offers three undergraduate majors: Finance, Business Administration and E-commerce. Notably, Business Administration has earned recognition as a national first-class undergraduate construction point, while Finance has achieved the same status in Heilongjiang Province. Moreover, the college now provides four first-level discipline master's degree programs: Management Science and Engineering, Business Administration, Applied Economics, and Public Administration, offering various majors like MBA, EMBA, MPA, MEM, and more. Additionally, the college holds the authority to grant PhD degrees and hosts a postdoctoral research mobile station in management science and engineering. The Department of Management Science and Engineering received a commendable B+ grade in the fourth round of subject evaluation by the Ministry of Education.

With a well-balanced faculty structure, the college boasts a high-standard teaching and research team comprising both full-time and part-time faculties. Currently, the college has 151 faculty members, including 36 doctoral supervisors and 81 postgraduate supervisors, with a nearly 90% doctoral rate. Furthermore, the college has enlisted a substantial number of scholars and experts from prominent domestic and international universities and enterprises as part-time professors or doctoral (master) tutors, providing robust support for talent development and scientific research.

The college has secured more than 10 national first-class courses and provincial first-class courses, as well as accolades like one second prize in national higher education teaching achievements, three national multimedia courseware competition awards, one first prize and one second prize in provincial higher education teaching achievements, one first prize in Heilongjiang Province University Micro-course Teaching Competition, one first prize in Provincial College Young Teachers Multimedia Courseware Production Competition, and one first prize in the first batch of research and reform practice projects New Liberal Arts. Additionally, they have undertaken 12 industry-university collaborative education projects under the Ministry of Education, alongside more than 50 other teaching and research projects. The college has authored two national planning textbooks, two planning textbooks for the Ministry of Industry and Information Technology, and over 20 other high-level textbooks.

The faculty has managed a total of 468 diverse scientific research projects, including 68 national scientific research projects and seven key projects funded by organizations such as the National Natural Science Foundation of China and the National Social Science Foundation of China. They have also been involved in 141 provincial and ministerial scientific research projects. The college has received 60 provincial and ministerial scientific research awards and published more than 50 books and over 500 high-level papers. In recent years, the college's think tank has produced substantial results, undertaking more than 40 projects on behalf of national ministries and commissions, provincial party committees, provincial governments, and more. More than 70 consultation reports and policy recommendations have been adopted and applied by national ministries and commissions, provincial, prefectural, and municipal governments, as well as enterprises and institutions.

The college has been actively engaged in international cooperation, establishing joint education agreements or maintaining close collaborations with over 20 universities in the United States, the United Kingdom, and Singapore. These partnerships span teaching, scientific research, and academic exchanges, providing students with the opportunity to study and interact with renowned universities in the United States, Britain, Australia, Japan, South Korea, Hong Kong, Macao, and other countries and regions after enrollment.
