CHEN Heng, male, Han nationality, born in November 1972, from Qiqihar City, Heilongjiang Province, member of Jiusan Society, dean, professor and doctoral supervisor of the College of Economics and Management of Harbin Engineering University. Chen graduated from Peking University in 1995 with a major in International Economics and received a doctorate degree in Management in 2003.

2. Achievements

Chen continues to engage in research in the fields of science and technology policy and technological innovation management, and higher education management. He has successively presided over more than 30 teaching and scientific research projects at national, provincial and ministerial level, such as the National Soft Science Program and the Strategic Pilot Program, published more than 100 papers in important journals designated by the Department of Management Science of the National Natural Science Foundation, and other important journals at home and abroad, and won more than ten national, provincial and ministerial teaching and research awards.

YU Yunliang

Secretary of the Party Committee of the College of Economics and Management

Responsibilities:Preside over the overall work of the college party committee. Responsible for party building, strengthening party conduct and building a clean government, the united front work, inspection and inspection, financial auditing, confidentiality and other work.

YU Yunliang, male, Han nationality, born in November 1981, from Jilin City, Jilin Province, member of the Communist Party of China, secretary of the Party Committee of the College of Economics and Management of Harbin Engineering University. Yu graduated from Harbin Engineering University in 2004 with a major in Thermal Energy and Power Engineering and received his Ph.D. in Engineering in 2013.

2. Achievements

As the supervisor of Chinese Youth Entrepreneurship and the executive director of the Heilongjiang Entrepreneurship Education Association, Yu engaged in the research of innovation and entrepreneurship education for undergraduates. He has presided over and participated in many projects such as the key commissioned project of provincial higher education teaching reform research, won 1 second prize of national teaching achievements, 2 first prizes of provincial education and teaching achievements, 1 first prize of excellent research achievements of the National School Communist Youth League, guided the student team to win the gold medal of the China International College Students’ ‘Internet +’ Innovation and Entrepreneurship Competition, the gold medal of the "Challenge Cup" China College Student Entrepreneurship Plan Competition and many other honors. In addition, Yu also holds the honorary titles of Heilongjiang Province Outstanding Communist Youth League Cadre, Excellent Communist Party Member of HEU, and Advanced Worker of HEU.

YANG Ximiao

Deputy Secretary of the Party Committee of the College of Economics and Management

Responsibilities:Responsible for the work of students, Communist Youth League work, alumni, etc.

Introduction:

1. Basic Information

YANG Ximiao, male, born in 1979, member of the Communist Party of China, Mongolian, postgraduate. Yang successively served as secretary of the Youth League Committee of the College of International Cooperation Education, deputy dean of the College of International Cooperation Education and the college of Continuing Education, and deputy secretary of the Party Committee of the college of Economics and Management since December 2022.

2. Achievements

He presided over the completion of one key project of the China Higher Education Association, winning the Excellent Paper Award of the Continuing Education Branch of the China Higher Education Association with four academic papers. Yang was selected into the Vocational Education Expert Database of the Vocational Education Department of the Ministry of Education, and won six school-level commendations since taking office.

LIU Tiansen, male, born in March 1990, from Harbin City, Heilongjiang Province, doctor of Management, associate professor, currently serves as Assistant to the Dean of the College of Economics and Management. Liu graduated from Harbin Institute of Technology and the University of Birmingham. His main research interests include industrial environmental governance, energy economics and policy, carbon finance, and higher education management.

PAN Wei

Assistant to the Dean of the College of Economics and Management

Responsibilities:Assist in managing scientific research and organizing innovative academic activities.

Introduction:

1. Basic Information

PAN Wei, born in March 1990 in Xunyang, Shanxi, is a member of the Communist Party of China. He holds a PhD in Management and serves as an associate professor, doctoral supervisor, and the assistant dean of the College of Economics and Management. PAN Wei obtained his doctoral degree from Harbin Institute of Technology and completed a jointly-supervised PhD program at the National University of Singapore. His primary research interests include knowledge management and leadership.In addition to his academic roles, PAN Wei is a director of the Technology Incubation and Innovation Ecology Branch of the Chinese Society of Technology Economics, a communication review expert for national talent projects, and a member of the editorial review committee for the Group & Organization Management journal.

2. Achievements

PAN Wei has hosted and participated in over 10 national and provincial-level research projects, including those funded by the National Natural Science Foundation of China and the Natural Science Foundation of Heilongjiang Province. He has published more than 20 academic papers and authored an academic monograph in prominent domestic and international journals, such as JBE, JKM, and IJIM. Additionally, PAN Wei led one provincial education reform project and one provincial graduate course on ideological and political case construction. His contributions have earned him a second-place award in the Heilongjiang Province Higher Education Teaching Achievement Awards, as well as the Outstanding Guidance Teacher Award at the finals of the Zhengda Cup National College Student Market Research and Analysis Competition.

GAO Luan

Assistant to the Dean of the College of Economics and Management

Responsibilities:Assist in managing graduate education,teaching,international exchange and coopereation.

Introduction:

1. Basic Information

GAO Luan, born in February 1989 in Suqian, Jiangsu Province, holds a Ph.D. in Management. She is an associate professor, a master's supervisor, and currently serves as the Assistant Dean of the College of Economics and Management. GAO Luan obtained her Ph.D. from the Harbin Institute of Technology. Her primary research areas include artificial intelligence and user behavior, intellectual property, and public policy. She has led and contributed to over 10 national and provincial-level projects, including those funded by the National Natural Science Foundation of China and the National Social Science Foundation.

2. Achievements

GAO Luan has published more than 10 academic papers, overseen a provincial education reform project, and led a provincial graduate course ideological and political case construction project. She is the author of two textbooks and was awarded the second prize of the Heilongjiang Province Higher Education Teaching Achievement Award.
