On April 24, the online signing ceremony of the cooperation agreement between the Faculty of Economics and Management and the Central Institute of Economics and Mathematics of the Russian Academy of Sciences took place. Distinguished leaders were in attendance, including Academician Albert Balhtizin, Director of the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, Academician George Kleiner, Deputy Director of the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, NI Baoyu, Director of the International Office of Harbin Engineering University, DING Xin, Deputy Director of the International Office, CHEN Heng, President of the School of Economics and Management and some other leaders. Vice President LI Wanhong had the honor of presiding over the event.

Academician Albert Balhtizin, Director of the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, underscored in his speech that Harbin Engineering University, as a key university in China, has been an important partner of Russian universities and research institutes. The two sides have achieved positive results in academic exchanges and joint scientific research through joint efforts in the early stage. It was hoped that the signing of the agreement would be an opportunity to further strengthen the cooperation between the two sides in personnel training and academic exchanges, and promote the establishment of a normalized cooperation mechanism between the two sides to achieve complementary advantages and win-win cooperation.

NI Baoyu, Director of the Department of International Office of Harbin Engineering University, mentioned in his speech that the current Sino-Russian relations were in the best period of history featured by the increasing international cooperation and economic exchanges. Through scientific research cooperation, the two sides have been continuing to improve the theoretical level of cooperation between the two countries in the fields of logistics and digital economy, so as to escort the sustainable development of economic and trade exchanges between the two countries. It was believed that with the joint efforts of both sides, we would jointly contribute to the continuous deepening of friendship between the two sides and the promotion of all-round exchanges and cooperation.

In his speech, Academician George Kleiner, Head of Economics at the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, stressed that in the previous period, the two sides had jointly held more than 10 international academic lectures in frontier fields, which further promoted the scientific and academic exchanges between China and Russia. Additionally, these events have deepened the research on the theme of carbon neutrality, contributed to the global realization of carbon neutrality, and laid the foundation for future international academic exchanges and cooperation between the two sides.

CHEN Heng, Dean of School of Economics and Management, Harbin Engineering University, delivered a speech. He underscored that the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, as the authoritative economic science and education center of Russia, has achieved fruitful research results in the fields of national economic plan management and the preparation of medium and long-term national economic forecasts. Through this contract, we hoped to further develop the basic research and talent training advantages of the two sides in the fields of carbon peak carbon neutralization, new technology and new economic paradigm, big data and transportation logistics optimization. The two sides could make cooperation in many aspects, such as sending teachers and students to visit and learn from each other, forming an international scientific research team, and jointly applying for scientific research projects, aiming to jointly promote high-end talent training and high-level scientific research cooperation, and build a broader international platform for the growth of young talents on both sides.

At the meeting, the two sides signed the Cooperation Agreement between the School of Economics and Management of Harbin Engineering University and the Central Institute of Economics and Mathematics of the Russian Academy of Sciences .

On the occasion of the 70th anniversary of the founding of Harbin Engineering University and the 60th anniversary of the founding of the Central Institute of Economics and Mathematics of the Russian Academy of Sciences, the signing of this cooperation agreement will help to promote the academic exchanges and cooperation between the School and Russia institutions, and to strengthen the international exchange platform for the Institute's talent cultivation, academic research and the construction of the faculty.
