On August 27th, 2023, on the occasion of the 70th anniversary celebration of Harbin Engineering University, the Ceremony for the Establishment of High-end Think Tank Alliance in the Maritime Industry was held at our school.
High-end Think Tank Alliance in the Maritime Industry invited several universities, industry enterprises, and research institutes to participate, including Professor GAO Wanxin, Deputy Secretary of the Party Committee of Harbin Engineering University, Researcher CUI Ruijie, Chief Compliance Officer and General Counsel of China State Shipbuilding Corporation Limited, Professor ZHANG Xinxue, Director of the 714 Institute of China State Shipbuilding Corporation Limited,, Professor YIN Hang, Assistant President of Harbin Engineering University, Professor ZENG Qingcheng, Dean of the School of Maritime Economics and Management at Dalian Maritime University, Professor WANG Nianxin, Dean of the School of Economics and Management at Jiangsu University of Science and Technology, Professor MEN Zhiguo, Secretary-General of the Institute of Marine Science and Technology Development Strategy at Harbin Engineering University, and Professor ZHU Dianyong, Dean of the College of Foreign Languages at Harbin Engineering University.
The opening ceremony was chaired by CHEN Heng, Dean of the School of Economics and Management at Harbin Engineering University. He introduced the High-end Think Tank Alliance in Maritime Industry, which, under the guidance of the Ministry of Industry and Information Technology and other higher-level departments, aims to focus on serving the national ocean strategy, leverage scientific research and talent training advantages, provide policy advice and social services as a soft science think tank alliance.
During his welcome speech, Professor GAO Wanxin, Deputy Secretary of the Party Committee of Harbin Engineering University, said that the school has a glorious military industry tradition, profound cultural heritage, and distinctive educational characteristics. As a key university constructed by the state during different historical periods of China, the school has always embraced the philosophy of “the Great of the Nation”, breathing with the people, sharing the country fate, and moving in step with the times. He hopes to inject new vitality and impetus into the development of the ship and ocean industries through the establishment of the alliance, and to make greater contributions to maritime cause of Chian by relying on the alliance platform to carry out comprehensive cooperation.
The alliance held an appointment ceremony, electing positions such as Chairman, Executive Vice Chairman, Vice Chairman, Secretary-General, and Executive Director. Among them, Researcher CUI Ruijie, Chief Compliance Officer and General Counsel of China State Shipbuilding Corporation Limited, was elected as the Executive Vice Chairman, and Researcher ZHANG Xinxue, Director of the 714 Institute of China State Shipbuilding Corporation Limited, Harbin Engineering University Deputy Secretary of the Party Committee GAO Wanxin, and Professor YIN Hang, Assistant to the President of Harbin Engineering University, were elected as Vice Chairmen. Professor YIN Hang served as the Secretary-General.
Director ZHANG Xinxue of the 714 Institute of China State Shipbuilding Corporation Limited delivered a keynote report titled “Several Thoughts on the Construction of Think Tanks”, while Secretary-General MEN Zhiguo of the Institute of Marine Science and Technology Development Strategy at Harbin Engineering University delivered a report titled “Converging Engineering and Science and Technology Strengths to Build a High-End Think Tank Alliance in the Maritime Industry”. After the reports, attending representatives actively discussed, sparked ideas, and converged on development consensus, laying the foundation for future cooperation of the alliance.
On August 27th noon, the High-end Think Tank Alliance in the Maritime Industry founding ceremony came to a successful conclusion. The establishment of the High-end Think Tank Alliance in the Maritime Industry is an important milestone for the school in promoting the national strategic services. It will inject new vitality and impetus into the development of the maritime industries, and make greater contributions to maritime cause of China. Through the establishment of the alliance, members will learn from each other, complement each other’s strengths and weaknesses, carry out comprehensive cooperation, and cooperatively promote the construction of a maritime power, contributing to the initiative to build a community of shared future for mankind in the ocean.
