On December 24, 2025, the university-county cooperation symposium between the School of Economics and Management and Longjiang County was held in Conference Room 312, Building 31. County leaders including GUAN Baojian, Party Secretary of the Longjiang County; ZHANG Hongyu, Director of the Organization Department; LI Shuquan, Executive Deputy Director of the Organization Department; WANG Yongsheng, Director of the Longjiang County Education Bureau; and ZHANG Lichen, Director of the Talent Work Office of the Longjiang County Organization Department attended the meeting. School leaders including CHEN Heng, Dean of the School of Economics and Management; YU Yunliang, Party Secretary of the School; WANG Jun, Vice Dean of the School; ZHANG Yuxin, Deputy Secretary of the University Youth League Committee; HAN Wei, Director of the Student Affairs Office; and WU Haoge, Secretary of the Youth League Committee were present. The symposium was presided over by YANG Ximiao, Deputy Party Secretary of the School of Economics and Management.
At the symposium, GUAN Baojian introduced the county’s overall situation, key industrial layout, and scientific and technological innovation advantages in detail. He pointed out that this symposium is not only an important measure to deepen coordinated development between the university and the county, but also a key starting point for addressing the shortage of grassroots talent and promoting rural revitalization. It builds a platform for complementary advantages and joint progress. He expressed hope that, taking this symposium as an opportunity, both sides will deepen communication and cooperation, expand cooperation dimensions, and upgrade cooperation levels, promoting all-round, in-depth, and normalized cooperation, attracting more outstanding students from Harbin Engineering University to work in and serve Longjiang County, and injecting strong talent support into high-quality economic development.
CHEN Heng introduced Harbin Engineering University and the School of Economics and Management in terms of discipline construction, faculty development, talent training, and scientific research innovation. He stated that the School has always adhered to the integration of theory and practice, actively guided students to participate in grassroots training, and encouraged teachers to carry out field research and think tank research around rural revitalization and industrial development. The School is willing to take this agreement signing as an opportunity to deepen cooperation with Longjiang County, jointly explore effective paths for talent co-cultivation and scientific research sharing, and support high-quality local development.
Witnessed by all attending leaders, YU Yunliang and ZHANG Hongyu formally signed the “Strategic Cooperation Framework Agreement for University-Local Cooperation” on behalf of both sides, and CHEN Heng and GUAN Baojian jointly unveiled the “Social Practice Base”. Both sides will adhere to the principles of “complementary advantages, resource sharing, mutual benefit, collaborative innovation, and common development”, and carry out all-round in-depth cooperation focusing on key areas: social practice, employment and internships, industry-university-research integration, and alumni resource linkage.
In the next step, both sides will take this strategic cooperation as an important opportunity to further deepen cooperation, expand cooperation fields, innovate cooperation models, and actively explore a long-term mechanism of “university-county linkage, collaborative education, and two-way empowerment”, continuously providing intellectual and talent support for Longjiang County’s high-quality economic and social development, comprehensive rural revitalization, and talent revitalization.
