Recently, following the deployment of the pilot project for the development of philosophy and social science laboratories in Heilongjiang Province, the Publicity Department of the Provincial Committee and the Department of Education have announced the first batch of key (cultivation) laboratories in the province. After a comprehensive review of applications from various institutions, the "Laboratory of Innovation Governance and Smart Decision-Making," led by our institute, has been approved as one of the inaugural key laboratories in the field of philosophy and social sciences in Heilongjiang. In total, 13 laboratories have been selected in this round, including 7 designated as key laboratories.
The laboratory brings together expertise from a variety of disciplines, including management, economics, ship and ocean engineering, computer science, social development and management, and Marxist theory. Its goal is to integrate knowledge and research achievements across these fields to advance Heilongjiang’s new industrialization and promote the sustainable development of its economy and society.
The laboratory focuses on innovation governance and smart decision-making, conducting basic and applied research, think tank development, talent cultivation, and fostering international collaboration. It employs interdisciplinary research methods that combine engineering, science, management, and the humanities to drive breakthroughs in foundational theories, methodologies, and technologies. By leveraging advanced data analysis and artificial intelligence algorithms, the laboratory supports smart decision-making for the Heilongjiang provincial government, local enterprises, and the ship and ocean industry. Additionally, it partners with major research institutions to train high-quality, well-rounded professionals with global perspectives and expertise in innovation governance and smart decision-making, capable of contributing to the development of the ship and ocean industry and the Heilongjiang region.
Aligned with national strategic priorities, such as "building a maritime power" and "revitalizing Northeast China," the laboratory embraces the principles of innovation, collaboration, openness, and knowledge-sharing. Its efforts aim to enhance the core competitiveness of industries and elevate the region’s economic and social development. By continuously fostering interdisciplinary collaboration among engineering, science, management, and the humanities, the laboratory seeks to achieve landmark research outcomes that contribute to the growth of the regional economy and the advancement of the PLA Military Engineering Institute's spirit.
