(1) The School of Economics and Management Advances Theme Education through the "3+4+N" System and Four-in-One Work Mode
Guided by XI Jinping's Thought on Socialism with Chinese Characteristics for the New Era and aligned with the School's "Work Plan for Deepening the Study and Implementation of XI Jinping’s Thought," the School of Economics and Management has made significant strides in implementing and deepening theme education.
Since April 2023, the School has integrated various aspects of education, including theoretical learning, research, development promotion, inspection, and certification, within a framework aimed at modernizing governance systems. In particular, the School is committed to advancing the development goals of Heilongjiang Province, enhancing social services, and strengthening Party governance.
In September 2023, the School launched a comprehensive learning initiative, featuring activities such as viewing "News Broadcast," collective learning sessions for the Party Committee Central Group, themed Party courses, thematic Party Day events, and symposiums. This initiative quickly set a wave of engagement in response to President Xi Jinping's important speech during his inspection of Harbin Engineering University (HEU).
The School continues to focus on medium- and long-term objectives outlined in the "14th Five-Year Plan" and the new "Double First Class" construction plan. It adheres to the "Ten Strict Implementation Measures" and actively promotes the "Five Action Plans." Through the "3+4+N" system—which integrates three core operational measures, four Party-building-business integration strategies, and numerous distinctive initiatives—the School employs a "meetings+visits+Party courses+volunteer services" approach. This framework fosters the high-quality transformation and development of the School.
(2) The CPC Congress of the School of Economics and Management Elects New Leadership
On November 29, 2023, the CPC Congress of the School of Economics and Management at HEU convened at the 202 Academic Lecture Hall and the Qihang Multi-function Hall in Building 31.
Comrade YU Yunliang delivered a report entitled "Guided by the Spirit of President XI Jinping's Important Speech, the School Will Serve National Strategic Needs and Regional Economic Development to Achieve High-Quality Growth for the School of Economics and Management."
The Congress reviewed and approved the Party Committee’s work report, electing new committee members through a process of differential elections and anonymous voting. The report comprehensively evaluated the School's achievements over the past five years and outlined strategic goals for the upcoming period. It provided detailed insights into the tasks necessary to drive the School's connotative development.
The Congress called on all faculty and students to embrace a global and political perspective, guided by the spirit of President XI Jinping's speech during his inspection of HEU. It emphasized the need to fully implement the directives of the Fifth Party Congress and the "Five Action Plans" of the university.
Looking ahead, the School is determined to remain confident and ambitious, working with diligence and determination to create a new chapter in high-quality development. The aim is to become a distinctive, internationally renowned, and domestically leading institution in the fields of economics and management.
(3) School of Economics and Management Presents Gifts for the 70th Anniversary of the School
Seventy years of continuous refinement, excellence, and a steadfast commitment to progress in the new era.
To celebrate the 70th anniversary of Harbin Engineering University (HEU), the School of Economics and Management organized a series of diverse activities. These events highlighted the School's achievements and its contribution to the university's legacy.
As part of the anniversary celebrations, the School hosted nearly 50 events, covering a wide range of topics, including education, scientific research, discipline development, cultural activities, sports, the enhancement of the campus environment, alumni reunions, the "99 Together" Alumni Forum, and the establishment of the Management Education Development Fund. The School welcomed over 400 alumni from across the country and individuals from various sectors who care about the development of the School. Faculty and alumni gathered both in person and virtually to witness this significant milestone in HEU's history.
In addition to fostering a celebratory atmosphere, the School actively promoted cultural development. Emphasizing the importance of creating a positive teaching and learning environment, the School undertook several initiatives to enhance its cultural space. These included the installation of cultural exhibition boards in the hallways, the renovation of the School History Museum, the construction of the Party Members’ Home, and the establishment of a Faculty Home. These efforts allowed alumni and faculty to better understand the School's history while being inspired by its cultural heritage, thereby nurturing a strong and vibrant campus culture.
(4) Integration of Engineering and Management: Targeting Excellence in New Liberal Arts Talent Development
By focusing on moral education as the foundation of talent cultivation, the School of Economics and Management has made significant strides in integrating disciplines and enhancing the cultivation of new liberal arts talents. This commitment led to several teaching achievements in 2023. Notably, a project led by Professor CHEN Heng won the second prize at the inaugural National Teaching Achievement Awards. Additionally, five faculty members contributed to three national-level teaching achievements. Professor YANG Guibin's team received recognition for their "Management" course, which was awarded National First-Class Undergraduate Program status. Furthermore, a doctoral thesis supervised by Professor SU Yi received the School's first National First-Class Society Excellent Doctoral Thesis Award.
The School has also earned approval for three provincial-level first-class courses and one provincial-level ideological and political demonstration course and teaching team. Among other accomplishments, the faculty published four high-level textbooks, won a second prize in the Provincial University Teacher Teaching Innovation Competition, a first prize in the Provincial University Multimedia Courseware Competition, and another first prize in the Provincial University Course Ideological and Political Education Competition (Continuing Education Track).
The 20190932 Youth League branch was recognized with the National Vitality Youth League Branch title by the Central Committee of the Communist Youth League and the "May Fourth Red Flag Youth League Branch" title by the Provincial Youth League Committee.
In terms of undergraduate education, the School has made notable progress in its "two golden and one new" major layout. Traditional finance and business management programs are being upgraded through the integration of "digital intelligence + finance" and "digital intelligence + business management." Additionally, the first cohort of students in the new liberal arts major, "Big Data Management and Application," was enrolled, with 41 students joining the program. The School also initiated a comprehensive self-evaluation of its undergraduate education, which culminated in the revision of its 2024 undergraduate talent training plan. Moreover, the School established the "Qiushi Academy," a one-stop community designed around the "Four Ones" service management model.
In graduate education, the School has focused on improving the quality of student enrollment through a four-level linkage system involving the School, disciplines, teams, and mentors. Efforts such as the organization of summer camps for outstanding School students and pre-recommendation work have increased the proportion of high-quality applicants. The total number and quality of students admitted and recommended have reached historic levels.
To support doctoral students, the School organized an event where seven outstanding doctoral candidates shared their research experiences, academic paper writing tips, and more. Over 70 master’s and doctoral students attended the event, which stimulated academic potential and fostered skills development. The School also restructured its graduate student service management system, implementing a new "one vertical, two main, and three comprehensive" service management model.
(5) Technological Innovation Reaches New Heights, Enhancing Service to National Strategic Needs
The School of Economics and Management has significantly advanced its technological innovation capacity, strengthening its ability to meet national strategic needs. By improving the differentiated classification evaluation system based on the quality of scientific and technological innovation, academic contributions, and performance, the School has fostered an environment conducive to basic research. This approach led to a historic high in the number and success rate of National Natural Science Foundation projects in 2023, with the School ranking first in the university for project approval rate. Additionally, the School secured one key project from the National Social Science Foundation.
The School continues to deepen partnerships with major institutions such as CSSC and CIECC, collectively undertaking nearly 10 scientific research projects, including major national technological projects, strategic pilot plans, and civil ship projects, in alignment with the country’s strategic needs.
The School has also played a leading role in establishing the "High-End Think Tank Alliance in the Ship and Sea Field," collaborating with multiple universities, enterprises, and research institutes. This initiative marks a significant step in promoting national strategies related to the maritime industry. The alliance is expected to bring fresh momentum to the sector and contribute to the development of China’s marine industry.
In addition, the School submitted over 30 advisory reports on the socio-economic development of Heilongjiang, six of which received approval from the Heilongjiang Provincial Party Committee and Government. Seven of these reports were included in the Longjiang "Liberating the Mind" Case Library, with only 30 reports selected from across the province. These reports have provided valuable insights and recommendations to help drive Heilongjiang’s high-quality development.
(6) Guiding and Educating, Building a Strong Teaching Team for New Achievements
To further implement the spirit of the school’s talent conference and accelerate the realization of Harbin Engineering University’s “Three-Year Action Plan for High-Quality Development of the Talent Team,” the School of Economics and Management has adopted a strategy to strengthen its academic standing through talent acquisition. This involves developing the teaching staff by focusing on both attracting new talent and nurturing existing faculty members.
Regarding talent acquisition, the School has implemented the “Implementation Measures for 'One Person, One Talent' and 'One School, One Envoy' at the School of Economics and Management.” It has appointed talent ambassadors, established connections with target institutions, and facilitated talent recruitment through collaborative teaching and research efforts. Furthermore, the School actively collaborates with leading domestic and international universities and employment platforms to expand recruitment channels. Adhering to the principle that "everyone is a talent introduction specialist," the School strengthens publicity through "one meeting, one announcement" sessions to disseminate recruitment information effectively.
In terms of talent development, the School employs a “combat map” strategy, which includes pre-planned goals, accurate profiling, targeted incentives, and a focus on the fundamental aspects of team-building. The School has identified promising young and mid-career faculty members and established the “High-Level Talent Cultivation Plan” to target and attract national-level experts.
Additionally, the School held a symposium for young teachers, where Dean CHEN Heng, Secretary YU Yunliang, and other faculty members shared experiences and engaged in discussions. The School also created a “Growth Profile” for young and middle-aged teachers, setting specific training goals aligned with their research directions. These efforts further clarify the support mechanisms provided by both the School and faculty teams.
This year, the School has achieved significant breakthroughs in both talent recruitment and development.
(7) Seizing the Opportunity of Professional Degree Transformation for High-Quality Development
Focused on the goal of establishing A-class disciplines, the School of Economics and Management seeks new growth opportunities by emphasizing the impact of professional degrees on the School, the university, alumni, and society. The School successfully enrolled its first cohort of “customized” MEM students as part of a school-enterprise cooperation training program with CIECC and CFHI. Three of the School’s courses were selected for the National Education Steering Committee's online demonstration course construction initiative for graduate students. Three cases have been included in the China Management Case Sharing Center’s case library, and three textbooks have been approved as part of the School's high-quality textbook development. Moreover, the School’s graduate workstation was approved by Heilongjiang Province for industry-education integration. Seven faculty members were selected for the National MEM Teaching Guidance Committee’s expert review panel.
The School also participated in several competitions, such as the China Graduate Enterprise Innovation Management Competition, achieving excellent results. It hosted an entrepreneur forum, organized alumni events, including entrepreneur discussions, public welfare activities, and sports competitions, and produced a school anniversary video. In addition, the School has systematically optimized its curriculum, faculty, and management systems, improving training quality and driving high-quality development, aiming to become a leader in the university’s strategic initiatives.
(8) Anchoring A-Class Disciplines and Preparing the “Three-Year Action Plan for the Development of Management Science and Engineering Disciplines”
The School of Economics and Management is committed to aligning with national strategic priorities and international academic trends. In full support of HEU’s five action plans, the School has prepared the “Three-Year Action Plan for the Development of Management Science and Engineering Disciplines” (hereafter referred to as the “Plan”). This document serves as a roadmap for the next three years, clarifying strategic directions and setting clear goals for building A-class disciplines.
The “Plan” emphasizes both external and internal development, proposing five key areas of focus: strengthening the foundations of disciplines, leading talent innovation, enhancing long-term educational quality, integrating industries and enterprises, and expanding international collaboration. It includes 20 actionable measures to comprehensively enhance talent cultivation, scientific research, and team-building efforts. The goal is to achieve high-quality development for the School of Economics and Management.
In November 2023, Soft Science, a higher education evaluation institution, released the “2023 Soft Science China Best Discipline Ranking,” in which the School’s management science and engineering discipline ranked in the top 15% nationwide, advancing 18 positions to 33rd.
The School continues to promote the development of first-class disciplines, striving to integrate into mainstream academic circles as well as the shipbuilding and maritime defense sectors. It focuses on attracting and nurturing top-tier talent, fostering innovation, and driving technological transformation through organized scientific research. Emphasizing digital transformation and international cooperation will further support the School’s development.
The School is committed to establishing a prominent research and think-tank hub in shipbuilding and maritime studies. It aims to integrate academic institutions, universities, and enterprises to foster a collaborative research environment that will lay a solid foundation for the School’s sustained high-quality development.
(9) Leveraging High-Level Competitions to Enhance Students' Innovation Capabilities
The School has continued to strengthen its support for high-level competitions, creating flagship events that foster innovation. In 2023, a team from the "Key Laboratory of Big Data and Business Intelligence Technology of the Ministry of Industry and Information Technology," led by ZENG Nengmin, NA Gi, and JIANG Zheng, used big data-driven intelligent prediction methods to make accurate forecasts of future aluminum prices. This project earned first place in the "Challenge Cup" public big data competition, marking a significant achievement by securing the first-ever award in this category.
In the same year, Associate Professor LIU Tiansen developed an innovative course, "Digital Operations Management," and led over 80 school-level projects, 7 provincial-level projects, and 9 national innovation initiatives. Through the "One School, One Section" program, the School has cultivated a robust culture of innovation and entrepreneurship. By integrating practical courses with subject-specific competitions, the School has successfully met the goal of promoting teaching, learning, and innovation through competition. This has energized both teachers and students, enhancing their innovative spirit and practical skills. The results of national competitions have steadily improved, with the School securing 3 first prizes, 3 second prizes, and 10 third prizes in the National School Student Market Research and Analysis Competition. Additionally, the School hosted two national-level competitions in Heilongjiang Province, successfully secured the right to host the graduate division of the National School Student Market Research and Analysis Competition, and won the first prize in the China Graduate Series Enterprise Management Innovation Competition. The School's overall performance in national competitions was impressive, with 25 national-level awards in 2023, a significant increase from the previous year.
(10) Advancing Internationalization and High-Quality Development through Academic Conferences
This year, the School hosted several high-level academic conferences, including the 13th National Science and Technology Progress Forum, the "Maritime Power Strategy Science and Technology Innovation Forum" sub-forum on "Ship Sea Think Tank and Social Service," the "Xinghai Forum" sub-forum, the 13th China Technology Future Analysis Forum, the 5th China Technology Incubation and Innovation Ecology Academic Annual Conference, the 4th Member Representative Conference of the Heilongjiang Management Association, the 8th Mathematical Modeling Application Seminar, and the MathorCup Award Ceremony in Enterprises. Additionally, the Harbin Engineering University 70th Anniversary Series Academic Forum included the Dean's High-end Forum on Economics and Management. These events attracted more than 3,000 participants, fostering valuable academic exchanges. The School continues to strengthen its academic exchange platform, enhancing professional expertise and promoting high-quality development.
In parallel, the School is accelerating its international cooperation efforts. In 2023, the School fully implemented the university's global development strategy by formulating the "Implementation Plan for the Globalization Development Strategy of the School of Economics and Management." This plan outlines the School's internationalization goals for the period from 2024 to 2026 and establishes a framework for international talent development, academic innovation, faculty building, social services, and global recognition. The School has signed strategic cooperation agreements with foreign research institutes to deepen collaboration in key areas such as carbon emissions reduction, new technologies, economic paradigms, big data, and transportation logistics optimization. Additionally, the School is expanding joint master's programs with international universities, establishing research centers, organizing international seminars, creating global course offerings, and promoting practical cooperation.
