Launch Ceremony Held for Heilongjiang Digital Intelligence Industry and New Quality Productivity Research Exchange Base

On the afternoon of February 22, the launch ceremony for the Heilongjiang Province Digital Intelligence Industry and New Quality Productivity Research Academic Exchange Base was held at the Faculty Salon of the Qihang Activity Center. Distinguished attendees included MA Lin, Director of the Academic Society Affairs Department of the Heilongjiang Federation of Social Sciences and a First-Class Investigator; Assistant to the President YIN Hang; Deputy Director of the Office of Humanities and Social Sciences Zhang Yifei; Director of the Base’s Academic Committee LI Bozhou; Deputy Director and Vice Dean of the School of Computer Science WANG Wei; Party Secretary of the School of Economics and Management YU Yunliang; Deputy Party Secretary and Vice Dean HU Yuzhen, along with provincial federation representatives, visiting professors, and faculty members. The ceremony was presided over by Dean CHEN Heng.

Speaking on behalf of the university, YIN Hang underscored the institution’s commitment to implementing President XI Jinping’s directives on revitalizing Northeast China and the Heilongjiang region. He stressed the importance of integrating scientific innovation with strategic industrial development, advancing the digital economy, and promoting the deep integration of digital and real-world technologies to cultivate new quality productivity. The newly established base is expected to consolidate research efforts, achieve breakthroughs, and produce impactful results. Its goals include translating academic research into policy recommendations, establishing a premier provincial think tank, and nurturing interdisciplinary talent.

MA Lin formally announced the approval of the base and introduced the province’s strategy for developing academic exchange platforms. She highlighted the importance of maintaining correct political and academic orientations, focusing on critical theoretical and practical issues, and actively engaging in research, forums, academic dialogue, and public outreach to support the region’s modernization and the advancement of social sciences.

Following the plaque unveiling by MA Lin and ZHANG Yifei, Assistant President YIN Hang presented certificates of appointment to the base’s guest professors.

Professor CHEN Heng, Deputy Director of the Heilongjiang Academic Exchange Base for Digital Intelligence Industry and New Quality Productive Forces Research, delivered a speech on behalf of the base. He emphasized the necessity, mission, objectives, and key initiatives of the base’s construction. Professor Chen pointed out that the development and progress of the base rely heavily on the strong support from the Heilongjiang Federation of Social Sciences, the university, and all participating experts. He expressed the commitment of the entire base team to live up to expectations, work diligently, and strive to produce influential academic achievements as soon as possible, contributing significantly to the development of new, quality, productive forces in Heilongjiang Province.

Following the speech, the base held a themed forum titled “Digital Intelligence Industry and the Development of New Quality Productive Forces,” chaired by Professor HU Yuzhen, Deputy Secretary of the Party Committee and Vice Dean of the School of Economics and Management.

The forum featured keynote presentations by Professor WANG Weiguang from Liaoning University; Ms. ZHANG Jin, Senior Manager and Senior Engineer at the Information Center of China First Heavy Industries; Mr. AN Shicai, Vice President of Shandong Jerei Digital Technology Co., Ltd.; and Professor ZHU Jianxin from the School of Economics and Management, Harbin Engineering University. Their presentations were respectively titled: Strategic Technological Innovation and the Development of the Digital Intelligence Industry Digital-Intelligence Integration Driving New Quality Productive Forces: Reflections on China First Heavy Industries’ 2023–2027 Digital Transformation Plan and AI Scenario Applications Empowering New Quality Productive Forces through Digital TransformationReflections on How Management Digitalization Enables the Formation of New Quality Productive Forces. Experts at the forum engaged in in-depth discussions and exchanges on the development of the digital intelligence industry and new quality productive forces, contributing valuable insights and efforts to the growth of the academic exchange base.
