1.Party Building Drives Innovation

In 2024, the Party Branch of Business Administration successfully passed the national evaluation for Model Party Branches in Party Building Work and was selected as part of the “Strong Nation Initiative” team under the “Dual-Role Teacher Party Branch Secretaries” program for higher education institutions.

Guided by XI Jinping Thought on Socialism with Chinese Characteristics for a New Era and inspired by General Secretary XI Jinping’s important instructions during his visit to the university, the School Party Committee has earnestly advanced the study and implementation of Party regulations, and deeply studied and implemented the guiding principles of the Third Plenary Session of the 20th CPC Central Committee. The Committee adheres to the integrated “five-dimensional synergy” mechanism of Party building and academic development, and implements the “Five Adherences and Five Emphases” educational philosophy. With a strong focus on leading innovation through Party building initiatives, the School continues to enhance the development of its Party building brand, effectively leveraging high-quality Party building to drive the School’s high-quality development.

2.Major National Project Achievements

The School has actively implemented the Academic Revitalization Initiative, laying a solid foundation in basic research and significantly enhancing its academic influence. It hosted the inaugural International High-Level Academic Journal Exchange and Doctoral Forum on Management Science, and organized the Forum on New Quality Productive Forces, Chinese-style Modernization, and Revitalization of Northeast China, which also served as the 2024 Annual Conference of the Heilongjiang Provincial Management Science Society. The number and approval rate of projects funded by the National Social Science Fund and the Ministry of Education’s Humanities and Social Sciences Research Program reached record highs. Notably, the School achieved a breakthrough by securing its first key project in military studies under the National Social Science Fund, marking a milestone from zero to one.

3.Enhanced Teaching Quality through Rigorous Assessment

The School firmly upholds the central role of talent cultivation and implements excellence-driven quality management under the quality assurance philosophy of “everything for students’ development.” It successfully completed the undergraduate education and teaching evaluation with high standards. Adhering to the development goals of “promoting improvement through evaluation” and “strengthening through evaluation,” the School has established a full-cycle teaching achievement development system that follows the approach of “full mobilization – targeted cultivation – efficient integration – precise project initiation.” As a result, faculty performance in comprehensive student development has significantly improved.

The School received numerous honors and achievements, including: Two Outstanding Doctoral Dissertations were awarded by a national first-tier academic society; Two First Prizes for Provincial Teaching Achievement Awards; One Provincial Project for the Construction of Graduate Ideological and Political Education Teams and one Case of Ideological and Political Education in Graduate Courses; Five Provincial Teaching Reform Projects, including two key projects; Two high-level teaching reform papers published; Two Second Prizes and one Third Prize in the Provincial College Teachers’ Teaching Innovation Competition; One Second Prize in the Provincial Multimedia Courseware Design Competition; Five projects under the Ministry of Education’s Industry–Academia Cooperation Initiative; Eight National Innovation and Entrepreneurship Training Projects for College Students; One Experimental Teaching Innovation Pilot Project.

4.Think Tank Development Reaches New Milestones

Rooted in its strengths in naval, marine, and nuclear engineering, the School continues to align with the strategic development needs of Heilongjiang Province, playing an increasingly important role in policy consultation and public service. Significant breakthroughs have been achieved in think tank platforms and national-level think tank research outputs. In collaboration with engineering departments such as Naval Architecture and Ocean Engineering, the School led the establishment of the Innovation Governance and Smart Decision-Making Laboratory, one of the first key laboratories for philosophy and social sciences in Heilongjiang Province. It also spearheaded the creation of the Integrated National Strategy Research Center of Harbin Engineering University, a think tank platform under the Ministry of Industry and Information Technology. The School partnered with domestic and international universities and enterprises to lead the establishment of the Heilongjiang Academic Exchange Base for Digital Intelligence Industry and New Quality Productive Forces, which has been officially approved. Additionally, it established the Research Base for Digitalized Management of Higher Engineering Education under the Heilongjiang Education Science Research System. Six policy recommendation papers submitted by the School were adopted by the General Office of the State Council, central ministries, the National Committee of the CPPCC, and the Central Committee of the China Democratic League. The School’s think tank, the Regional Innovation-Driven Development Research Center, recognized as a key provincial-level think tank, received an “Excellent” rating in its annual performance review.

5.Strategic Talent Recruitment and Development

The School has steadfastly implemented the “talent-driven development” strategy, centered on the holistic view of talent, and closely follows the Talent Recruitment Plan for Disciplinary Development. It has established a five-chain integrated system, linking the talent chain, research chain, teaching chain, social service chain, and development planning chain to build an efficient talent development mechanism. In July 2024, the School successfully hosted the 9th Xinghai Sub-Forum of the School of Economics and Management, recruiting two participating scholars. Faculty visits to over ten countries, including the UK, France, and Spain, have formed a global talent “reservoir,” and two stable overseas talent bases have been established. One faculty member was selected as a Distinguished Professor under the Longjiang Scholar Program, two were recognized as Category C high-level talents of Heilongjiang Province, and one was awarded the provincial special government allowance.

6.Professional Degree Programs Achieve Key Upgrades

The School’s professional degree programs leverage the opportunities of industry-education integration to drive transformation and brand recognition. Key achievements include: One First Prize in the University’s Graduate Education Achievement Awards; One newly established Industry-Education Integration Graduate Workstation and three new co-training bases; Appointment of 13 new external mentors; Five textbooks on industry-education integration funded by China Consulting Company; Two courses selected as national graduate online demonstration and high-quality courses; Three courses launched on the National Smart Education Platform; Four courses approved as university-level teaching model reform pilots; One course nominated for provincial-level high-quality courses; One First Prize, four Second Prizes, and four Third Prizes in national innovation competitions; One Outstanding Research Award in the University Graduate Academic Annual Conference; Ten faculty members selected as paper reviewers for the National MEM Teaching Committee, ranking among the top nationwide.

7.Discipline Advancement through Peak Action Plan

Focusing on national and regional strategic needs and global academic frontiers, the School has implemented the Pinnacle Action Plan for the Management Science and Engineering Discipline (hereafter referred to as the “Action Plan”) with reform-oriented thinking and innovation-driven approaches. The Plan outlines a blueprint for world-class development and mission-driven growth through four major initiatives: Innovation in integrated scientific research mechanisms, Innovation in integrated talent training models, Innovation in integrated think tank construction, and Innovation in integrated discipline development mechanisms. A results-oriented project leadership system has been adopted to continuously deliver high-impact research outcomes. By aligning with cutting-edge technology and enhancing soft power, the School has developed a new “four-in-one” paradigm for think tank development. Talent training reforms have been deepened through digital empowerment in education, significantly enhancing the School’s academic discourse power and influence. In 2024, the Management Science and Engineering discipline was ranked among the top 15 nationwide in the Shanghai Ranking.

8.Innovation and Entrepreneurship Flourish

The School continues to emphasize the strategic role of high-level competitions in fostering innovation. Faculty and students are actively encouraged to engage in innovation and practice through a “learning through competition” and “innovation through competition” approach. This year, the School hosted the national final of the postgraduate division of the 14th “Zhengda Cup” National College Student Market Survey and Analysis Competition, where its team won third place nationwide. The School also received 20 national awards in the China Postgraduate Innovation and Practice Competition Series, setting a new record in both the number of First Prizes and total awards. It won a Silver Medal in the 14th “Challenge Cup” China University Student Entrepreneurship Competition, and the “May Fourth Cup” Student Innovation and Entrepreneurship Competition on campus. In total, the School has earned 62 national awards in innovation and entrepreneurship competitions.

9.Holistic Education Strengthened
In 2024, the School remained committed to the fundamental task of moral education and the all-around development of students. By integrating ideological and political education, student organizations, academic atmosphere, and innovation practice into all aspects of student affairs, it has significantly improved the effectiveness of ideological and political education. The School established the University’s first Graduate Student Publicity Team for the Spirit of Harbin Military Engineering Institute (Harbin Gongda), guiding students to earnestly study and implement the key instructions delivered by President Xi Jinping during his visit to the university, to strengthen their patriotism and dedication to national rejuvenation. The School also received several accolades: one Graduate Party Member Role Model, one Model Student, and one Innovation and Entrepreneurship Role Model Team; and two students received Outstanding Academic Achievement Awards at the University’s first Graduate Academic Annual Conference.

10.International Cooperation Accelerated

The School is also actively implementing the University’s Globalization Action Plan. With a focus on the “Belt and Road Initiative,” it aims to build new platforms for technological collaboration with Russia and the UK, fostering frontier research and innovative development. It has signed strategic cooperation agreements with the Faculty of Economics of Lomonosov Moscow State University, the Institute of Innovative Design and Technological Entrepreneurship of Saint Petersburg Electrotechnical University, and the Strathclyde Business School in the UK, further enhancing its international influence. The School successfully hosted the China-Russia Belt and Road Sustainable Development Forum, held six overseas study guidance sessions for undergraduate and graduate students, and facilitated nearly 20 international exchange opportunities. Faculty members submitted 11 applications for international expert programs, with one national-level and three university-level projects approved.
