On June 21, 2025, the School of Economics and Management of Harbin Engineering University (HEU) successfully held the 10th “Xinghai Forum” for Young Scholars at Home and Abroad (Sub-Forum). Thirty-seven PhD holders from universities and research institutes including the University of Cambridge, École Polytechnique Fédérale de Lausanne (EPFL), Singapore Management University, City University of Hong Kong, Shanghai Jiao Tong University, and Harbin Institute of Technology participated in the forum and delivered academic reports.

Leaders of the School of Economics and Management, heads of academic organizations, team leaders, and representatives of young faculty members attended the event. The opening ceremony was presided over by YU Yunliang, Party Secretary of the school, and the parallel sessions were chaired by heads of the respective academic organizations.

Dean CHEN Heng delivered a keynote speech highlighting the school’s achievements in discipline development, scientific research, talent cultivation, and faculty building, as well as its future development blueprint. He emphasized the school’s strong commitment to attracting and nurturing young talents. In recent years, the school has actively implemented the strategy of strengthening the institution through talent, continuously improved its talent policy system, and built a competitive research and teaching environment. Dean CHEN also extended a sincere invitation to outstanding young scholars at home and abroad, noting that the school is dedicated to providing an open, inclusive, and dynamic academic platform to help them realize their scholarly and professional aspirations.

YU Yunliang stressed that guided by the spirit of General Secretary Xi Jinping’s important instructions during his inspection of HEU, the school has fully implemented the strategy of talent-driven development in the new era. Upholding the belief that “talents are the primary resource,” the school places talent work at the core of its strategic priorities. He noted that the “Xinghai Forum” serves as an important bridge for talent recruitment and sincerely invited young scholars worldwide to gain a deeper understanding of the school, strengthen cooperation, and join HEU in contributing to the construction of a maritime power and the revitalization of Longjiang.

Following the opening ceremony, 37 young scholars from the United Kingdom, Singapore, Hong Kong, Switzerland, and Russia delivered insightful academic reports in four parallel sessions, engaging in lively academic exchanges with school leaders and faculty representatives.

As a signature event for talent recruitment and academic exchange, the “Xinghai Forum” for Young Scholars at Home and Abroad has been successfully held for ten consecutive years. It has provided a high-level platform for global academic interaction in economics and management, promoted the integration of frontier ideas, and enhanced the school’s academic influence and talent appeal. The successful holding of this forum once again demonstrates the school’s firm commitment to attracting global talent and injects new vitality into its goal of building a world-class school of economics and management.

LIU Tiansen delivered a welcome speech, noting that the school has achieved fruitful cooperation with the Faculty of Economics at MSU in areas such as carbon neutrality pathways, digital management, and low-carbon policy simulation. He expressed confidence that the forum would further promote in-depth dialogue between Chinese and Russian scholars on sustainable development theories, green technology applications, and policy coordination, thereby contributing collective wisdom and solutions to global green development.

Professor Marina Sheresheva from MSU highlighted in her address that the “Belt and Road” Initiative advocates the construction of a Green Silk Road, emphasizing that scientific and technological innovation serves as the core driving force for sustainable development. She remarked that current exchanges between Chinese and Russian experts on the frontiers of green technology not only respond to global climate action but also represent a significant step toward deepening international cooperation. The forum, she added, would facilitate in-depth discussions on low-carbon transformation, clean energy, and ecological governance, contributing valuable insights toward building a future of harmonious coexistence between humanity and nature.

Participating experts delivered keynote speeches on cutting-edge topics, including green technology and digital management, low-carbon governance tools and model simulations, coordinated carbon neutrality pathways among BRICS countries, and regional sustainable development.

The forum marks an important step for the school in deepening international exchange and cooperation. It also represents a key initiative to expand collaboration channels with Russia, enhance the global perspective of faculty and students, and build a high-quality platform for talent cultivation. Leveraging the co-construction of the International Joint Laboratory and the academic forum as strategic opportunities, the school aims to further strengthen cooperation with MSU, jointly advancing theoretical innovation and practical applications in the frontier fields of green technology and management.
